Norberto de Andrade

AI Policy Leader, Tech Executive, Professor and Academic Director

Norberto de Andrade is a Tech Policy and Regulatory Affairs expert, Law Professor, and Academic Director of the Executive Program on Law, Policy, and Technology at IE Law School (Madrid, Spain). He co-founded The Legal Place, an AI-powered platform revolutionizing access to legal education. With 20+ years of experience spanning government, academia, and industry, Norberto held key roles, including AI Policy Director at Meta and positions at Mozilla, Workday, and the European Commission. He also served at Portugal’s National Communications Authority.

Norberto founded the Open Loop initiative (www.openloop.org), a global experimental governance program uniting AI developers and regulators to test policy prototypes and foster collaboration. The program includes hundreds of actors across Europe, the US, Asia, and beyond. He also contributes to The EU Artificial Intelligence Act: A Commentary (Wolters Kluwer).

Lee Chein Inn

Deputy Director of Development of Data Driven Tech at IMDA

Ms. Lee Chein Inn is the Deputy Director for the Development of Data Driven Tech at the Infocomm Media Development Authority (IMDA) in Singapore. She leads initiatives that leverage emerging data-driven technologies to enhance data flow and foster innovation among businesses. Her work includes spearheading the PET Sandbox, Trusted Data Sharing Framework, Policy Prototyping, and the Data Regulatory Sandbox, all of which aim to support businesses in their data innovation journey while ensuring responsible data use.

With a focus on enabling B2B data collaboration and growing the data innovation ecosystem, Ms. Lee plays a pivotal role in shaping Singapore’s data-driven future. She also collaborates with industry partners to develop practical tools and frameworks that drive effective data governance and innovation.

Rafael Carvalho de Fassio

State Attorney of São Paulo, Fellow (Artificial Intelligence and Machine Learning) at the World Economic Forum

Rafael is a State Attorney and Lead Counsel for Science, Technology, and Innovation at the São Paulo State Government, Brazil. He holds a Law degree, a Master’s in Economic Law, and a PhD in Administrative Law from the University of São Paulo.

Rafael has served as a lecturer in State Law and Law & Economics and coordinated the Specialization Course in Digital Law and Innovation at Escola Superior da PGE/SP. He is a researcher at the Legal Center of the Innovation and Competitiveness Observatory (IEA/USP) and the Lawgorithm Association. He has been an external consultant for the IDB on innovation in public procurement in Brazil and was a Fellow in AI and Machine Learning at the World Economic Forum’s C4IR in San Francisco, USA.

Armando Guio Español

Executive Director en Global Network of Internet & Society Centers

Armando Guio Español is an expert in technology policy and data governance, with extensive experience in legal, regulatory, and advisory roles. He is the Executive Director of the Network of Centers (NoC), fostering collaboration among academic institutions globally to address digital challenges. Armando also serves as a Policy Fellow at the Center for Internet & Society at Stanford Law School, focusing on emerging technology policies.

He worked as a consultant for the World Bank, advising on data governance and digital transformation projects, and held key positions in Colombia’s government, where he developed regulatory frameworks for innovation and digital policies. Armando has authored influential papers on artificial intelligence, data protection, and digital rights and is committed to advancing ethical and inclusive tech policies globally.

Sam Jungyun Choi

International & Government Affairs, AI Governance Policy & Regulation, Tech Policy Fellow at Berkeley University

Sam is a lawyer at Covington & Burling LLP, specializing in EU and UK data protection law and regulations surrounding emerging technologies. She has extensive experience advising clients in the technology, gaming, online platform, and life sciences sectors on compliance, regulatory investigations, and innovative product counseling. Her expertise spans AI, digital health, and autonomous vehicles.

Recognized as a Rising Star by Law.com International in 2023, Sam is a thought leader on AI, children’s privacy, and digital health. She has spoken at conferences such as CPDP, the CBPR Forum, and the Taiwan International Biobank Conference. Sam has published articles in external outlets and regularly contributes to Covington’s blogs.

Sissi De La Peña

International & Government Affairs, AI Governance Policy & Regulation, Tech Policy Fellow at Berkeley University

Sissi is a dynamic leader in AI, digital economy, and cybersecurity, known for fostering strategic partnerships and driving digital transformation. She led Mexico’s AI Regulatory Sandbox project, pioneering ethical AI governance. Currently, she serves as International Affairs Director at AMCID and is a founding member of ANIA, contributing to Mexico’s AI ecosystem. As a Tech Policy Fellow at Berkeley University, her research focuses on digital regulation for AI.

Previously, she led ALAI’s activities in Mexico and Central America, advocating for the internet industry and shaping digital trade policies. Sissi played a key role in negotiating the Digital Trade Chapter of the TMEC/USMCA agreements and the eLAC2018 Digital Agenda.

Mei Lin Fung

Co-Chair, People-Centered Internet

Mei Lin Fung is the Chair of the IEEE SSIT Technical committee for Sustainability and co founder of the People Centered Internet with Vint Cerf. She chairs the IEEE Technical Committee on Sustainability and has served on the Executive Committee of the IEEE Humanitarian Activities Committee. Mei Lin is a member of the GovStack Advisory Council and co-chaired for the Expert Roundtable of Asia Pacific Africa Middle East and Europe for the 2023 UN Women Commission annual report, the first ever to address Digital Innovation.

Mei Lin lived in Singapore, Australia, Europe, and the majority of time in Silicon Valley, USA. She was a lead author of policy briefs for Germany, Japan’ and Italy’s G7 Think7 process and has her professional journey includes significant tenures at Oracle, Intel, Shell, and as a contractor for the U.S. Department of Defense. She is also a Fellow of the Hasso Plattner Institute at the University of Potsdam, Germany.

Thiago Moraes

AI Policy Leader, Tech Executive, Professor and Academic Director

Thiago Moraes is the Coordinator of Innovation and Research at Brazil’s National Data Protection Authority (ANPD), where he shapes data protection policies and ensures compliance with privacy regulations. He was also ANPD’s first Data Protection Officer and has extensive experience in legal and regulatory frameworks, focusing on privacy rights, data governance, and strategies to address digital challenges.

Thiago is a PhD candidate in a joint-degree program at Universidade de Brasília (UnB) and Vrije Universiteit Brussels. He holds an LLM in law and technology (Tilburg University), an MSc in information science, and degrees in law and network engineering (UnB). A cofounder of the Laboratory of Public Policy and Internet (LAPIN), he is also a member of IAPP with certifications in CIPP/E, CIPM, CIPT, and CDPO.br. Thiago is recognized for developing impactful frameworks that promote responsible data use and advancing best practices in privacy and compliance.

Wanjiru Mburu

Human-Computer Interaction Researcher | Social Impact Researcher

Wanjiru Mburu is a researcher in human-computer interaction for development (HCI4D), dedicated to designing technologies that address African challenges while reflecting the continent’s cultures, resources, and ways of life. With over 10 years of social impact research experience across Africa, including Kenya, South Africa, Nigeria, Ghana, Tanzania, and Uganda, she has a deep understanding of the region’s unique needs.

For the past three years, Wanjiru coordinated the Africa CDC Data and Sandbox flagship program, a key initiative in the Africa CDC Digital Transformation Strategy aimed at fostering health innovation through sandbox design and implementation. Currently at Qhala, she focuses on developing technologies for Africa and the global community. Wanjiru holds a PhD and master’s in Computer Science from the University of Cape Town.

Patricio Urriola

Data Governance and Artificial Intelligence Manager for BID project at SITia

Patricio Urriola is a researcher and consultant specializing in policies for digital development in Latin America, with a focus on innovation, digital transformation, artificial intelligence, and digital government. His career includes extensive experience in team leadership, academic management, and research projects, covering areas such as digital rights, open data, data governance, and govtech. 

He was awarded the UAH Alumni Award 2023, a recognition that celebrates the professional achievements of the top graduates from the Universidad Alberto Hurtado. This honor, granted by career communities including professors, staff, students, and alumni, reflects his commitment and contributions in the field.

Alexander White

Privacy Commissioner for Bermuda

Alexander White is Bermuda’s first Privacy Commissioner, since 2020 to establish the country’s data protection authority. He contributes to global AI and privacy governance as a member of the European Commission Working Group drafting the General-Purpose AI Code of Practice under the EU AI Act and the DIFC Advisory Committee for AI Regulation. Previously, he served on the Global Privacy Assembly’s Executive Committee, hosting its 2023 annual event.

Before Bermuda, Mr. White was Deputy Chief Privacy Officer for South Carolina, developing a privacy program for over 70 state agencies. He is a licensed lawyer in Illinois and Washington, D.C., and served on the U.S. Department of Homeland Security’s Data Privacy Advisory Committee. A long-time member of the International Association of Privacy Professionals (IAPP), he has held leadership roles and pioneered initiatives. Mr. White holds degrees from the University of Georgia and certifications in privacy, cybersecurity, and risk management.

Adam Zable

Research Fellow at the Governance Lab

Adam Zable is a Research Fellow at the GovLab, where he focuses on projects related to generating access to data for reuse to serve public good purposes. His work includes designing and implementing data collaboratives and developing frameworks for establishing social licenses for data reuse. As the Director of Emerging Technologies at the Digital Trade and Data Governance Hub, he spearheaded the development of the Global Data Governance Mapping Project, assessing national-level data governance efforts across the globe, and organized conferences on the international policy implications of extended reality and on data governance in the age of generative AI. 

Currently, as a Datasphere Initiative Fellow, Adam explores how sandboxes for data can drive innovation and address 21st-century challenges. He holds a Master of Public Policy from the Willy Brandt School of Public Policy and resides in Freiburg, Germany.

Romanas Zontovičius

ICT Industry Manager at Innovation Agency Lithuania

Romanas Zabarauskas is an Innovation Specialist at the ICT Lab, currently developing a Regulatory AI Sandbox concept for Lithuania. He is also Director of the Global Data Ecosystem Network (GDEN) at the Datasphere Initiative, fostering collaboration for societal impact through data governance. Previously, Romanas led the innovation department at Tech-Park Kaunas and worked with IT companies in Silicon Valley, including GetJar and Waymo, Google’s self-driving car subsidiary.

With extensive experience in policy, technology, and business, Romanas bridges global innovation and governance efforts, leveraging his background in law, economics, and emerging technologies.
